Ukrainian officials so far inferior to Belarusian – expert

The professionalism and competence of Ukrainian officials are in the range from 12 to 19 percent with the necessary rate of 36 – 87%.

These figures were named today by Freedom, Doctor of Sociology from the Academy of Management under the President of Ukraine, Eduard Afonin. He came to Minsk at an international scientific conference and to establish contacts with Belarusian colleagues:

I think that in 2018, the digital performance indicators of Ukrainian managers will be higher. Our country has adopted a fundamentally new version of the Law on State Officials. They finally spelled out exclusively their job functions, which should not be influenced by the political sympathies of officials. In addition, Ukraine envisages 62 reforms in various areas of public life, which will also positively affect the quality of work of officials.

Answering the question of Freedom, the scientist suggested that similar studies in Russia showed approximately the same figures as in Ukraine. But in Belarus they would be higher, says Eduard Afonin. He substantiates his opinion by the fact that traditions still existed in Belarus, which Peter Masherov had once established. Then the level of leadership training in the BSSR was much higher than the USSR average.

Eduard Afonin believes that Ukrainian society is being reformed in the liberal-democratic direction. But the main problem during this drift remains in the minds of people. Today, according to a sociologist, three Ukrainians are ready to solve their problems not by their own efforts, but by the fourth. To break this approach is the most important and most difficult thing for the current Ukrainian authorities, says Eduard Afonin.
