Doctoral student at the Department of State Policy and Management of Political Processes of the National Academy of Sciences of Ukraine under the President of Ukraine. Since 2008, scientific-pedagogical activity is connected with the Institute of Public Administration of the Kiev National University of Culture and Arts of Ukraine. Born on 7 August 1961 in Krasnodar, Russian Federation. Since 1969 I have lived in Crimea, since 2002 I have been resident in Kyiv. Graduated with honors from the National Academy of Public Administration under the President of Ukraine (2004), special faculty of practical psychology from Kharkiv National University (1994), Berdyansk Pedagogical Institute (1989). She started her scientific-pedagogical activity in 1995 as a senior researcher, a practical psychologist of the Crimean Center for Humanities at the National Taurida University. Vernadsky. She researched social-psychological processes in production teams, Crimean society and politics. As a psychologist trainer, she participated in the international project of the Crimean Center for Ethno-Social Studies “Negotiations in a Market Economy and the Ability to Lead”. Co-author of the methodological manual “The Art of Conflict Resolution” (Simferopol, 1995). His scientific interests were in the field of social psychology and conflictology. As a member of the editorial board of the UNHCR Citizen’s Bulletin, she led the permanent section on Tolerance, where she regularly published articles on conflictology, negotiation techniques, interaction and tolerance in an inter-ethnic environment. She gained experience in journalism, working as a regional correspondent for the UNIAN news agency, correspondent for the print edition of Krymskaya Gazeta and news program “12 Minutes of News” at the Crimean State Broadcasting Company. Since April 1995, she moved to the civil service, where she went from a specialist of the analytical department of the Office of the President of Ukraine in the ARC to the head of the main department of internal policy of the Council of Ministers of the ARC. In 2003-2004 she worked as the main consultant of the department of monitoring and analysis of social and political events of the department of monitoring and analysis of media space of the Main Directorate of Information Policy of the Presidential Administration of Ukraine. From 2008 to 2013 – Assistant Consultant to the People’s Deputy of Ukraine. While working in state institutions, she was engaged in the analysis of the information space of Ukraine; socio-political processes in society; aspects of interaction and communication of public authorities with society through the media; world experience of political communication and public policy, with a view to its application in Ukraine, prepared bills. In 2009 she defended her thesis in the field of theory and history of public administration on the topic: “Conceptual principles of interaction between public authorities and mass media in the conditions of democratization of public administration in Ukraine”. He is the author of more than thirty publications and scientific works, in particular: “Theoretical and methodological approaches to the principle of freedom of speech in the interaction between the media and state institutions” (2005), “Organizational and substantive principles of cooperation between public authorities and the media (according to the results of the expert survey)” (2007 ), “Interaction between public authorities and the media in democratic countries (as exemplified by Poland and Germany)” (2007), “Communication of the Judiciary: A Practical Handbook” (2011) and others. In 2006, within the framework of the Democracy Development Fund project, she participated in the work of a group of experts “Experience of cooperation between public authorities and local self-government in Poland in the process of civil society development” (Kyiv-Warsaw). As an expert trainer she worked in international projects: “Negotiations in a market economy and leadership skills” (1995); “People and Power – Dialogue Through Media” (2006); “Government in Dialogue: Modern Technologies of Political Communication” (2006); Support to Judicial Reform in Ukraine (2011-2013); “Open Dialogue: Media, NGOs and Government Institutions” (2013-2014). Since 2010 he has been a regular participant in the theoretical and methodological seminar “Archetype and Public Administration”. Theoretical and scientific developments were reflected in the publications: “Features of the development of public administration in Ukraine
